Conflict of Interest Code - Form 700 Program
The Political Reform Act (Government Code Section 81000. et seq.) requires state and local government agencies to adopt and promulgate conflict of interest codes. The City's Conflict of Interest (COI) Code was most recently updated by Resolution 2023-076.
The Fair Political Practices Commission (FPPC) regulates the Form 700 where filers declare their economic interests and therefore sources of potential conflicts of interest. A number of filers are required to file under Government Code Section 87200 (such as the City Manager, City Attorney, and City Council Members). These records are held in a comprehensive database run by the FPPC.
